provides matching funds (up to $100,000) to partnerships between public television stations and independent producers. To apply for LINCS funds, independents must first approach a public television station and establish a partnership. Single shows in any genre will be considered. Projects may be in any stage of development. LINCS seeks projects that differ from standard television fare. Programs should stimulate civic discourse and find innovative ways to explore regional, cultural, political, social or economic issues. The ideal LINCS project will show potential to engage national as well as regional audiences, revealing universal themes through the lens of local perspectives and realities. Projects should also speak to the ITVS mission to serve underserved audiences with programs that "take creative risks, explore complex issues and express points of view seldom seen on commercial or public television." LINCS encourages two-producer projects, where an experienced maker mentors an emerging assistant producer or co-producer. Stations must elect a representative that will be committed to working closely with the independent producer from start to finish on the project. Projects may be in any stage of development and all genres are eligible, including documentary, drama, animation and innovative combinations. However, drama and animation projects must include a full script. Series are not eligible. Programs must be a standard public television half-hour or hour which would amount to between 22-25 minutes or 52-55 minutes in length of content exclusive of packaging and credits. Public television must be the intended distribution outlet.
